• Speaker Alan Rozansky, Chief of Erie County Sheriff’s Narcotic Bureau
 He has worked for the Sheriff’s Department for 45 years
o 3 pronged approach to dealing with narcotics
 Education
 Rehabilitation
 Enforcement
o In the Erie County Narcotics Lab the top 6 drugs that are most frequently seen in order are:
1. Marijuana
2. Cocaine
3. Opiate pills
4. Heroin
5. Benzodiazepines
6. Amphetamines
o The Narcotics Officers conduct surveillances, work with informants, and perform undercover drug buys
 Informants are very helpful to the officers
 The officers also work with all agencies and law enforcement departments
o It is questionable whether or not the medical profession is prepared for the consequences of expanding opioid treatment
 Erie County is about 70% higher than the state average for opiates being dispensed by doctors
o Some statistics
 In 2014, Erie County had 120 deaths fatal overdoses, 46 of which were from heroin mixed with fentanyl
 Since its introduction in the City of Buffalo, Narcan has already been used for 200 overdoses
• The majority of fatal overdoses in the city are suburban residents
 Nationally, 45 people die from addiction to prescription pain killers every day
o Narcan
 Using this on someone who is overdosing puts them into an immediate withdrawal because it inhibits the drug the person previously used
 Narcan works on all opiates, meaning it can help children who have accidentally ingested prescription drugs and for older adults who have overdosed on their prescription drugs
 There are trainings offered on this throughout the community
o Good Samaritan Law
 This law encourages calling 911 for someone who is overdosing by providing immunity for the act of taking the drug (many restrictions apply for the extent of the immunity provided)
• The goal is to keep individuals alive who would otherwise die because people are afraid to call for help
o Estimated cost of heroin in Erie County right now
 $7-8 for a bag of heroin
 $70-80 for a bundle of heroin (7-10 bags in a bundle)
 1 Kilo of Heroin costs about $70,000
 It is reasonable for an individual with a heroin addiction to spend about $150 a day on heroin
